The short answer
Same class on paper: both are aluminum, both lock, both publish 400 lb on the models compared here.
Folding comes off the truck. Rolling does not, easily — the slats and their bundle are a unit.
Rolling latches better. Up to six auto-engaging latches on the Sentry CT against clamp-and-latch on most folding covers.
What is the same
More than the marketing suggests. Both are rigid-panel hard covers. Both publish 400 lb evenly distributed on the models here (BAKFlip MX4, TruXedo Sentry CT, BAK Revolver X4s). Both are no-drill clamp-on fits. Both publish EPDM or equivalent perimeter sealing with drainage. Both come from the same handful of manufacturers.
If you are choosing between a BAKFlip MX4 and a BAK Revolver X4s, you are choosing between two products from the same company at the same rating and the same five-year warranty. The decision is not about quality.

Both shapes are published as no-drill clamp-on fits with multi-point sealing and drainage. The differences below are the ones you will notice in use.
Rolling wins on latching
This is the under-appreciated difference. A folding cover latches at the tailgate end; a rolling cover latches along its length as it closes. TruXedo publishes level-2 locks, a tension cable and up to six latches that engage automatically on the Sentry CT. BAK publishes rotational locking rails with automatic slam latches on the Revolver X4s.
Practically: with a rolling cover you close it and it is secured, without walking the bed. With most folding covers you close it to the tailgate and the tailgate lock is doing meaningful work. The locking comparison in full.
Folding wins on removability
A folding cover unclamps and lifts off. It is a few minutes of work and it gives you the entire bed, bulkhead to tailgate, with nothing in it.
A rolling cover's bundle is part of the installation. You are not taking it off to move a refrigerator. If that scenario happens more than once a year, it is the deciding factor.
Rolling wins on partial opening
A folding cover opens in steps: one panel, two panels, or off. A rolling cover opens continuously — you can unroll it eighteen inches to reach a bag at the tailgate and roll it back. On a cover you open several times a day, that granularity matters more than it sounds.
The short version
Buy folding if you will sometimes want the cover off, or if you want the shortest install and the widest model choice. Buy rolling if you want better latching without going to a retractable, a flatter closed profile, and the ability to open the cover by an arbitrary amount.

What is the difference between a hard folding and a hard rolling tonneau cover?
Both are rigid, both lock and both publish around 400 lb. Folding covers stack panels at the cab and come off the truck when you need the whole bed. Rolling covers wind interlocking slats into a bundle that is part of the installation, latch at multiple points automatically, and open by any amount you like rather than in fixed steps.
Which is more secure, a hard folding or hard rolling cover?
Rolling, generally. TruXedo publishes level-2 locks, a tension cable and up to six auto-engaging latches on the Sentry CT, and BAK publishes rotational locking rails with slam latches on the Revolver X4s. Most hard folding covers close to the tailgate, which makes the tailgate lock part of the security chain.
Can you take a hard rolling tonneau cover off the truck?
Not easily — the slat bundle and its canister-like housing are part of the installation. A hard folding cover unclamps and lifts off in a few minutes, which is the main functional reason to choose folding.
