The short answer

The Extang Encore is the answer. It is the only cover in this registry with a published dual-access design — it opens from the front as well as the rear, with the front panel secured by a BOLT one-key lock.

The problem nobody warns you about: a crossover box sits at the bulkhead, which is exactly where every folding and rolling cover stacks when you open it.

Why a toolbox and a tonneau cover fight each other

A crossover toolbox mounts across the bed at the bulkhead, just behind the cab. That is the single most contested location in the bed, because it is also where every folding cover stacks its panels, where every roll-up parks its bundle, and where every retractable's canister lives.

Two consequences follow. First, you need a cover sold specifically to clear a toolbox — many manufacturers publish toolbox-compatible variants with the cover shortened to meet the box. Second, and more practically: with a box at the bulkhead, opening the cover from the rear gets you to the far end of the bed last, and the box is the thing you open most often.

The Extang Encore, and why it is first

Extang publishes the Encore as a dual-access cover: it allows entry to the front and the rear of the truck bed. The front panel is secured with BOLT one-key technology, which codes to the truck's ignition key; the rear is secured with the tailgate lock. For a bed with a box at the bulkhead, that front access is not a nice-to-have. It means reaching the box without walking round to the tailgate and folding panels forward over it. No other cover in this registry publishes that capability.

Buy the cover for the box, not around it

If you already own the toolbox, measure it and give the retailer both figures — the bed length and the space the box occupies — before ordering. Many makers sell a specific toolbox variant. If the Encore is not available for your truck

A soft roll-up

The TruXedo TruXport rolls completely forward and is published at 100 percent bed access — but with a box in the way, “completely forward” means to the front of the available space. The advantage over a folding cover is that a rolled bundle is a compact cylinder you can place, where a folded stack is a fixed geometry. It also fits in a published 30 minutes and costs least.

A retractable, if you can move the box

A retractable's canister takes the bulkhead space outright. If the box can move back a foot, the RetraxPRO MX is otherwise ideal — 500 lb, key-lockable at any position along the bed, independent of the tailgate. If the box cannot move, this is the type to rule out first.

A hard folding cover, working from the rear

The BAKFlip MX4 in a toolbox-compatible length works fine if you accept that access to the box means folding panels forward against it. 400 lb, 5-year warranty, 30-minute install. It is the pragmatic choice when the Encore is not offered for your bed.

One more reason the rating matters here

People with toolboxes tend to be people who set things on the cover — a ladder, a bag of fittings, a length of pipe. The Encore and the Solid Fold ALX publish 600 lb evenly distributed, which is the highest in this registry. The BAKFlip MX4 publishes 400 lb. A cover with no published rating should be treated as rated for nothing, which on a work truck is a genuine limitation. What “evenly distributed” excludes.
