The short answer
On an 8 ft bed, length is not the constraint. Reach is. You cannot get to the front of a full-length bed from the tailgate, cover or no cover.
Load rating stops being theoretical. An 8 ft cover is a flat working surface at waist height, and it gets used as one.
Buy the Extang Solid Fold ALX at 600 lb if things go on top, the BAKFlip MX4 at 400 lb otherwise.
The reach problem
Nobody warns you about this when you buy a long-bed truck. You cannot reach the front four feet of an 8 ft bed from the tailgate. You get in the bed, or you walk around to the side and lean over the rail.
A tonneau cover interacts with that in a way it does not on a short bed. A folding cover that stacks at the cab leaves the rear of the bed open, which is the part you could already reach. A roll-up that clears the whole bed lets you lean in over the side anywhere along its length. If what you most often need is something at the front of the bed, that difference is the practical one.
Load rating, and why it is first here
An 8 ft cover is roughly 40 square feet of flat surface at a convenient working height. People set toolboxes on it, lean sheet goods against it, sit on it, and stack material on it while they work. On a short bed that is occasional; on a long bed it is routine.
